This is a very significant role within the Technology and Channels team, responsible for elicitation and documentation of complex technology level business requirements for services delivered in a multi-vendor environment that impact lines of business across the Ministry and have a material impact on the ability of Oranga Tamariki to make a positive difference to the wellbeing of children.

Our core business is to support children, young people and their families who are at significant risk of harm now and into the future. To achieve this, we form partnerships with children, families and whanau, iwi, NGOs, and other government agencies and work with our partners to help tamariki thrive.

The role
The purpose of this role is to:
Deliver specialist business analysis and intelligence-based recommendations to enable informed decision making for enhanced client outcomes
Assist in the definition, selection and implementation of integration solutions and work closely with OT staff and vendors to achieve successful outcomes
Take responsibility for the elicitation, definition and documentation of technology level business requirements for a range of project sizes and scopes, from complex, high value projects (typically with significant business, political, or high-profile impact, and high-risk dependencies) to simpler technology service implementations
Continuously improve technical business analysis processes, tools and re-usable artefacts
What you will bring:
To be considered for the role, you must have significant experience in the following:
Experience as a technical business analyst in a large organisation and a track record of performance in complex environments
Experience of projects in both new and emerging technologies, legacy applications and systems integration
Demonstrated understanding of technology solutions within the business environment in general
Knowledge of the software development life cycle and requirements best practices irrespective of project methodologies
Demonstrable skills in everyday tools used by Business Analysts including business and systems modelling tools such as MS Visio and Sparx EA, team planning and collaboration tools such as MS Project, Confluence and JIRA, document management tools such as SharePoint and Objective. Additionally, applying SQL skills to analyse system databases would be of value
Advanced written and verbal communication and interview skills - able to communicate effectively across multiple channels, adapting communication style to the needs of the audience
High level writing, editing and formatting skills for drafting high quality reports including research, situation analyses, business cases, performance assessments, evaluations and other reviews
An understanding of Cloud computing, especially modern commodity Cloud environments such as AWS, Azure and Salesforce Working knowledge and experience of SAFe / Scrum / Prince 2 / ITIL or equivalent methodologies
Demonstrate ability to show leadership without position and influence others Relationship management - able to develop and maintain effective working relationships across varied stakeholder groups
