At Land Information New Zealand (LINZ) our key role is to ensure New Zealanders have accurate information about where people and places are, that people have confidence in their property rights and that Crown property is well managed for future generations.
Our responsibilities include managing land titles, geodetic and cadastral survey systems, topographic information, hydrographic information, managing Crown property and supporting government decision making around foreign ownership.
The Corporate group supports LINZ with specialised services, advice, knowledge and technology, making sure the organisation runs smoothly and effectively. We translate strategic and operational decisions into action;
help the organisation manage change;
and support LINZ to plan and deliver services for New Zealanders.
The Central Procurement Team is committed to delivering procurement excellence both internally and externally, to all stakeholders, customers and suppliers. We are looking for a new 18-month fixed term Christchurch based Procurement Category Manager to join our team in a role with plenty of opportunity to challenge and develop your skills and experience.
The role will primarily be working with LINZ\ 's Crown Property business group, providing expertise and support to enable the delivery of their work programme and outcomes. Crown Property\ 's key area of focus is making the best use of the Crown Estate, so that land that the Crown is responsible for or is seeking to remediate is assessed, sustainably managed and allocated to its best use to deliver government priorities, outcomes for M?ori and benefits for all New Zealanders.
As a Procurement Category Manager at LINZ you will be a key advocate for the role procurement plays in helping us become a high performing organisation. You will be a trusted advisor delivering best possible outcomes for the sourcing of goods and services against public policy objectives and business needs. This includes planning for and managing stakeholder relationships all while delivering overall and measurable public value.
As our Procurement Category Manager you will:
Plan and execute procurement strategies and sourcing opportunities and contribute to the development of stakeholder engagement models
Work on optimising processes and practices across the entire procurement function
Promote procurement, its policy and process within the organisation
Support LINZ business units in contract management
Maintain information systems and accurate records of processes
What we are looking for in our Procurement Category Manager:
Experience in a sourcing function as a category/portfolio manager or similar procurement related role
A relevant degree
Experience and knowledge in the demolition, construction and/or property management markets is desirable
Previously successfully managed complex stakeholder relationships and understand working within Government
Ability to assess, mitigate, resolve and manage complex problems, risks and/or issues associated with high value, high risk or complex procurement
Expert knowledge on government procurement processes and rules of sourcing and guidelines
Worked with complex contract structures, contract management and negotiation strategies
